Standardised tests are part of the paid plans — on the free tier you can still make short tests, assessments and quizzes. Unused papers on a paid plan roll over for one month, and rolled-over papers are used first so they don't go to waste. Annual plans are billed once a year; your allowance still refreshes every month.
